Public sector strikes: School closures and the impact on Cumbria

Wednesday: 10.40am: More than 200 schools are closed today as a result of the public sector strikes.

Individual teachers were not required to tell the school of their intention to strike, meaning the full impact of industrial action was not known until today.

Monday, 11am: Carlisle's Austin Friars and its sister primary school St Monica’s have written to parents saying they will be open as normal.

Headmaster Chris Lumb says that although his teachers will be affected by the Government’s pension reforms, the schools will be open on Wednesday.

“The teaching staff of Austin Friars St Monica’s are members of the Teachers’ Pension School in the same way as colleagues in the maintained sector.

“The likely changes to pension arrangements are a cause for concern for all teaching colleagues and, like them, I hope the negotiations will come to a mutually satisfactory conclusion. As a school we are pleased that we will be able to operate as usual on Wednesday and that there will be no disruption to our students’ education,” he says.

Thursday, 8pm: More schools in Cumbria have said that they will close next Wednesday during a day of public sector strikes.

A 'full' list will not be known until next week but now confirmed as closing are:

Beacon Hill, Aspatria - open for years 10 and 11 who are studying for GCSEs only. Closed for years 7, 8 and 9 plus students who study ASDAN on Wednesdays

11am: Allerdale council expects a “significant proportion” of its staff to join the industrial action but said it hoped to keep disruption to a minimum.

Refuse collection will be operated as normal but the customer services centre at the Town Hall, Workington, will be closed.

Copeland Borough Council’s main office in Whitehaven will be open. The Copeland Centre will open at 10am and the front desk will be staffed.

Pat Graham, Copeland’s corporate director for people and places, said: “We would ask the public to be patient and only call or visit on Wednesday if the matter can’t wait.

"We will endeavour to carry out as many services as possible, as normally as possible, but we will not know until the day exactly how many staff we will have and in what departments. There may well be a changed level of services on that day.”

It is also envisaged the council’s Millom office will be open but that the Cleator Moor office will be closed.

Normal household waste collections will take place as soon as possible on Wednesday. Recycling should also be put out but if it is not collected then it will be collected on the next recycling collection day.

Brown (garden waste) bin collections will not take place.

Recycling points across Copeland will be open as normal.

8.55am: There are no plans to close any Cumbria County Council offices or stop delivering 'frontline' services during next week's public sector staff strike, says the authority.

It is anticipated that a 'business continuity plan' will enable the council to operate services next Wednesday during the national protest over pension reforms.

A total of 7,342 of its 20,000 workforce had been balloted for action.

Staff do not have to say in advance that they intend to strike and there is no way of predicting the total number who will take part in the action, it says.

As a result, it is not known how many schools will be closed. Headteachers will make a decision about whether to close, based on the main criteria of pupil health and safety.

The council has asked all local authority schools to tell it if they have already decided to close and to notify parents.

It is expected that the first 'full' list of school closures will be available from Monday. The News & Star will aim to bring you the details as soon as possible.

Jim Savege, the council's corporate director for organisational development, said: "The council has now received formal notification from the majority of trade unions that their members have voted in favour of a strike on November 30.

"Although we know how many of our staff are union members, the actual numbers of employees intending to strike will not be clear until the day as employees are under no obligation to inform us if they intend to strike until the actual day.

"However, we are not planning to close any of our services such as libraries, Household Waste Recycling Centres, trading standards offices or other council offices in advance.

"Obviously our priority is to continue to deliver services to those who need them and to protect the vulnerable throughout this time. The council has robust contingency plans in place to maximise service continuity and backup plans are already in place."

Police officers cannot go on strike so the day of action will not affect Cumbria Constabulary's response to emergencies.

However, it is anticipated that police staff members will take part and suitably trained officers and staff will help in departments such as the communications centre to deal with 999 calls.

Police will prioritise emergency calls during the 24 hour strike and have urged people who want to register a non-emergency, to wait until the following day if possible.

An automated message notifying callers of a potential delay in attending non-emergencies will be played on the force's number, 0845 33 00 247. Callers will be invited to leave a message or ring back at a later time. Non-emergencies will be dealt with as soon as possible after the strike.

Front counters in these police stations will remain open between 9am and 5pm:

  • Durranhill, Carlisle
  • Workington
  • Kendal
  • Barrow

Front counters in the county's other stations will be closed and will reopen as normal on Thursday, December 1.

The Fire Brigades Union and Retained Firefighters Union are not part of the industrial action.

Just goes to show the poor hard done to strikers show were their priorities lie. My son lost a day at school for a nice day's shopping. Jeremy Clarkson for Prime Minister, may be he wold put a stop to these junkets.
